I get my dragon tattoo on the shoulder or neck?

I have an image of a dragon tribal I'm getting today is about 2.5 or 3 inches tall and wide (counting the size and the flames) ... and I'm getting two little Chinese symbols with him that stand out for dragon fire. I get it in the back of my neck or my shoulder with the symbol below it or should I get the dragon on my shoulder with the symbols on the back of my neck? You feel would be best?
