Turning 18 really wanting tattoos / piercings?

I'll be 18 very soon, and the last four years have been seriously contemplating getting a lip piercing (left) and at least one tattoo (a black dragon on my left ankle, but it has meaning for me, not just "seems legal ") and I was just wondering about getting this tattoo and piercing hurt? I have a high tolerance for pain, needles and do not really scare me (I beginning acupuncture to have fun at the time ...^_^) Plus, as these two will be cost? The dragon tattoo is about 3 inches tall and about 3 inches wide ... not so great actually.
