Home Information Packs - are worth the paper they are written?
Home Information Packs were first mentioned as being Part of the manifesto of the Labour Party in 1997 and were initially seen as the solution to the problem, then common gazumping. During the eight years followed, the rationale for HIPS is that they can accelerate and simplify the current housebuying process. HIP have been ultimately place last August in order to simplify the buying process, but have received very negative press since.
One of the main objectives HIP legislation is to reduce the current high percentage of sales agreement (which would have more than one in four) that do not to the extent an exchange of contracts.
